Quest is acquired automatically when you are in the Primal World, and you have reached Arcane Sky 10 with a full vitae bar. To unlock Mirage Sky, you must do the following quests after reawakening twice and becoming level 90:
Quests can be found in the quest log under the Find Quest tab. If the player somehow loses certain quest items they may have to trash their quest and start it again. The player will receive quest items in their regular inventory instead of their quest inventory. 
It is recommended to use it around a higher boundary such as Twilight Sky.
It is not recommended to use an Ancient Gift when doing this quest chain, as vitae rewards are lower than in other boundary quest lines. It also offers Reputation which is useful for acquiring Rank equipment. It is recommended to start this quest chain as soon as possible to help level up your character as quests also offer Experience and Spirit rewards. Previously this quest chain was offered in parts as the player leveled up their boundary. This quest chain can be completed without boundary restrictions after reaching Mirage Sky 1, though you will need to be level 100 to do the second last quest in the chain as you will need to enter Flowsilver Palace. Once this has been done they can begin the quest chain at Whitesurge. Once the player has reached these requirements, they can take another quest from Light Emperor Alexander in Kirin Town and then talk to Whitesurge in Kirin Town or in Lord Tyrant's Rear Camp to unlock the Mirage Sky Boundary. Upon reaching Arcane Sky 10 on their first reawakening at level 90, the player will receive a popup quest to talk to Light Emperor Alexander in Kirin Town once they reawaken a second time and reach level 90. Players can begin this quest chain once they have reawakened twice, reached level 90, and have reached Arcane Sky 10 with a full vitae bar.
